JOB SUMMARY: Reports to the Chief Financial Officer (CFO) and is responsible for working closely alongside other members of the Finance Department. They will perform transactional accounting functions in the general ledger system, including payroll, accounts payable and accounts receivable. They will provide minimal ad hoc reporting and general support as needed to the CFO. The Staff Accountant will be expected to gain an understanding of industry specific terms and processes that are unique to Federally Qualified Health Centers.
PRIMARY DUTIES AND RESPONSIBILITIES – SPECIFIC TO ACCOUNTING:

Maintains chart of accounts, prepares and compiles journal entries to post to the general ledger on a monthly basis; Posts all monthly and year end adjusting entries as directed.

Oversee all payroll processing, accounts receivable, accounts payable, and general accounting functions and coordinates these tasks with the CFO and CEO;

Assist with the procurement of supplies, services and banking needs. Ensure all bank reconciliations are prepared monthly and necessary journal entries recorded.

Assist with the preparation of the annual financial budget for managing the health centers resources to meet the objectives of HOPES’s mission and strategic goals;

Prepare monthly reports for the CFO and CEO on selected financial measures;

Assist with the submission of regulatory reports (i.e. UDS, IRS and any TN tax returns including annual Form 990 prepared by agency independent accountants, Medicaid and Medicare cost reports, to include quarterly and annual filings (1099s-MISC, PMS, FFR’s);

Ensure that all Federal requirements are met in terms of Health Resources and Services Administration (HRSA) Grant Conditions and Electronic Handbook (EHB).

Assist with timely and accurate completion of annual health center audit, including preparation and storage of appropriate financial data for auditing purposes;

Maintain inventory, capitalization, and depreciation of all agency equipment, computers, facilities, etc. according to Federal guidelines and accounting practices;

Work with Chief Financial Officer, grant writers and program staff in preparation of budgets for grant proposals to prepare required financial components;

Prepare monthly financial reports for the Chief Financial Officer and apprising the Chief Financial Officer of any major and/or adverse trends in financial operations;

OFF-SITE WORK:
Off-site work is both required and allowed for this position.

Required Off-Site Work: May frequently be required to attend meetings, conferences, and other events which occur off-site, or to respond to urgent administrative or clinical issues while off-site.

Allowed or Optional Off-Site Work: Allowed to work off-site as needed if the work can be completed more efficiently in an alternate location. Any Optional Off-Site Work must be pre-approved as the direct supervisor deems necessary.
QUALIFICATIONS:
-
Bachelor’s degree in Accounting, Finance, Business Administration, or related field is preferred;

Minimum of 2-3 years of related accounting experience in non-profit setting or health care industry required;

Experience with Windows, Microsoft Office, Excel, and current accounting software systems (SAGE preferred);

Ability to work under pressure and complete assignments within stated timeframe;

Knowledge of the principles and practice of not-for-profit health care organizations;
-
Knowledge of state and federal laws, as pertaining to HRSA-BPHC regulation and policies;
-
Knowledge of the structure and operations of federally qualified health centers;

Experience and understanding of computerized accounting systems, budgets, and financial data operation, third party billing, contracting, collections, and cost-reporting (Medicaid and Medicare).

WORKING CONDITIONS:

This position will spend long hours sitting, using office equipment and computers, and occasionally doing some lifting of supplies and materials, which can cause muscle strain. Must meet with others on a regular basis. Could spend long hours in intense concentration on the computer entering financial information, which requires attention to detail and high levels of accuracy. There are several deadlines associated with this position, which may cause significant stress.
